Site optimisation: Everything about Images

    I looked in the tutorials, and I didn't find the information I'm looking for in order to optimize the website I'm building.

    Here is what I am looking for:
    1- Fast website
    2- responsive + using superhero as top image.
    3- Good quality images.

    What is the best way to handle images for your websites? Which tools do you use?

    Can I use different files of the same image for different breakpoints? will it help? or make the site heavier?
    Should I resize my images at the exact pixel size I want them with Photoshop first? (or a little bigger?/how much?)
    When Should I use Png / jpeg / svg ?

    Is there other things I didn't consider asking?
