I would like to pin the navigation menu to remain on the top of the window when scrolling down on the page. Since the navigation for this template is on the master page, how do I accomplish his task?

Brenda, good question, these can be a bit tricky sometimes.
As you'll see in my screen shot, the easiest way to view items that are hard to find (if you can't see them or they are behind something else), is to use the Layer panel.
Go to the Master page, and start with the largest BP. Open the layers panel and find the menu. It should be the active one for that BP (with a dot where my blue circle is). Select that item (along with the check box to the right) and the item should select on the page.
Since this is a Manual Menu, you'll need to modify, if necessary, manually.
Then pin using the Muse pinning function at the top of the UI.
    Hope this helps

This worked - thank you. However, because the letters are white, it doesn’t show up on all pages. I guess I’ll need to add a background color to make sure each page shows the menu.
